Since this came out in 1978, I'm guessing that, yeah, they probably can.

Okay, I don't have to guess: This was one of those items that became a minor holy grail for me, as I missed it when it came out by I was a huge fan of Earth-One/Earth-Two crossovers, Golden Age revivals, and extended stories in DC's Dollar Comics issues in general. Johnny Quick hadn't appeared in decades before this, outside of the occasional 100-Page Super-Spectacular reprint, but I'd already encountered him in All-Star Squardron by the time I got my hands on this, so it was strange to finally read it and have it be written as Johnny Quick/Chambers' first interaction with Jay Garrick. I'm pretty sure that it was Johnny's last chronological pre-Crisis appearance, too; he didn't show up present-day again until the too-short-lived Strazewski/Parobeck Justice Society of America.
